These programs will make use of a new form of energy finance, known as Property Assessed Clean Energy or "PACE."   PACE programs eliminate the upfront cost for energy improvements by allowing property owners to pay for the improvements over 15-20 years through an increase in their annual property taxes. &lt;![endif]--&gt;  &lt;p class="xmsonormal"&gt;The Waxman/Markey Bill was amended to reflect our comments and now empowers the Federal government to provide indirect credit support for the issuance of PACE bonds (essentially they can be guaranteed to help spur the market). The traded-in vehicles must have a fuel economy of no more than 18 miles per gallon, be in drivable condition, and have been registered for at least the past 120 days. Vouchers could also be redeemed for transit fares for participating local public transportation agencies. The program would operate for four years, from 2009 – 2012, and is expected to encourage the early retirement of up to one million vehicles per year.&lt;br /&gt;&lt;br /&gt;“Last Congress, we successfully enacted legislation – which I authored with Senator Snowe and others – to improve the fuel efficiency of America’s fleet of new cars, trucks and SUVs by at least 10 miles per gallon over 10 years. Our proposal will take inefficient cars off the roads in exchange for a down payment on a newer, cleaner vehicle. Car owners also have the option of swapping their old car for vouchers to ride their local bus or subway for free. This is a classic win-win that can provide stimulus for the economy and make long-term gains for the environment.”&lt;br /&gt;&lt;br /&gt;When implemented, as estimated by the American Council for an Energy-Efficient Economy, the program would: &lt;br /&gt;&lt;br /&gt;• Save between 40,000 to 80,000 barrels per day of motor fuel by the end of the fourth year, (based on an estimated 500,000 to 1,000,000 vouchers issued per year).&lt;br /&gt;&lt;br /&gt;• Reduce greenhouse gas emissions between 6.6 million metric tons to 7.6 million metric tons, or the equivalent of removing 1.1 million to 2.2 million vehicles from the road in one year, (based on an estimated 500,000 to 1,000,000 vouchers issued per year).&lt;br /&gt;&lt;br /&gt;• Reduce nitrogen oxides, which cause ground-level ozone (a leading cause of respiratory health problems, like asthma), by 3,043 short tons (2,761 metric tons) by 2013, (based on an estimated 500,000 to 1,000,000 vouchers issued per year).&lt;br /&gt;&lt;br /&gt;The legislation is intended to help compliment the implementation of the new fuel economy law – authored by Senators Feinstein, Snowe and others – which would raise average fuel economy standards for America’s fleet of vehicles by at least 10 miles per gallon (mpg) over 10 years or from 25 mpg to at least 35 mpg by Model Year 2020.&lt;br /&gt;&lt;br /&gt;Companion legislation is also being introduced today in the House by Representatives Steve Israel (D-N.Y.), Jay Inslee (D-Wash.), Barbara Lee (D-Calif.), and Dennis Moore (D-Kansas). &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;How the legislation would work: &lt;br /&gt;&lt;br /&gt;Eligible drivers would receive a reimbursement voucher for the purchase of a new or used vehicle with a fuel economy rating that exceeds the CAFE target for that class of vehicle by at least 25 percent. The bill also requires that the voucher be used towards the purchase of a vehicle that has an MSRP of less than $45,000, is model year 2004 or later, and meets or exceeds federal emissions standards. Vouchers could also be redeemed for transit fares for participating local public transportation agencies. &lt;br /&gt;          &lt;br /&gt;Drivers who apply for the program must ensure that their vehicles turned in for scrapping match the following criteria: &lt;br /&gt;&lt;br /&gt;• Vehicles must be in drivable condition; &lt;br /&gt;• Be currently registered in the U.S.; and &lt;br /&gt;• Have a when-new fuel economy rating of less than 18 miles per gallon (as reported by the original manufacturer for purposes of CAFE compliance). &lt;br /&gt;&lt;br /&gt;The bill specifies that during the first year of the program, vouchers will be issued for the following amounts: &lt;br /&gt;&lt;br /&gt;• For traded-in vehicles that are model year 2002 and later, drivers would receive a voucher for:&lt;br /&gt;o The purchase of a new vehicle: $4,500&lt;br /&gt;o The purchase of a used vehicle: $3,000&lt;br /&gt;o Transit fare credit: $3,000&lt;br /&gt;&lt;br /&gt;• For traded-in vehicles that are model year 1999 – 2001, drivers would receive a voucher for:&lt;br /&gt;o The purchase of a new vehicle: $3,000&lt;br /&gt;o The purchase of a used vehicle: $2,000&lt;br /&gt;o Transit fare credit: $2,000&lt;br /&gt;&lt;br /&gt;• For traded-in vehicles that are model year 1998 and earlier, drivers would receive a voucher for:&lt;br /&gt;o The purchase of a new vehicle: $2,000&lt;br /&gt;o The purchase of a used vehicle: $1,500&lt;br /&gt;o Transit fare credit: $1,500&lt;br /&gt;&lt;br /&gt;In each subsequent year (2010, 2011, and 2012), the model years would be advanced by one year. Congress and the Obama team have made it clear that green energy jobs and infrastructure will be key elements of this package.&lt;/p&gt;  &lt;p&gt;Building out solar jobs and installations should be a key ingredient of this platform. In terms of "shovel-ready" projects, solar is able to deliver jobs and clean energy quickly at a great return on investment.&lt;/p&gt;  &lt;p&gt;There are two things holding back solar right now which can be easily fixed in the stimulus bill:&lt;/p&gt;  &lt;p&gt;1.  The disappearance of tax equity investors -- &lt;/p&gt;  &lt;p&gt;Since all the traditional investors in solar projects who did so to gain the tax credits to shelter profits now have &lt;em&gt;no&lt;/em&gt; profits, they are out of the game.  This includes Morgan Stanley, Wells Fargo and others.&lt;/p&gt;  &lt;p&gt;To fix this, let's make solar tax credits refundable for at least two years. &lt;/p&gt;  &lt;p&gt;2.  30% is not enough in a downturn&lt;/p&gt;  &lt;p&gt;The Congress renewed the solar tax credit at 30% this past October. While in normal economic times that might be fine, it is not cutting it in this downturn.&lt;/p&gt;  &lt;p&gt;States have pulled back their subsidies or have delayed new ones. Residential and small commercial customers who do not seek financing in many cases would install solar with a greater incentive.&lt;/p&gt;  &lt;p&gt;We recommend increasing the federal solar tax incentive to 50% for two years -- 2009 and 2010 -- that would catalyze a wave of solar installation in the US. That is great timing since the cost of solar panels has plummeted. &lt;/p&gt;  &lt;p&gt;The cost of increasing the solar tax credit for 2 years to 50% is only  $353 million -- a small amount in a $750+ billion bill.&lt;/p&gt;  &lt;p&gt;These two moves will also create the jobs for all the retrained green collar workers to fill. Congress intends on funding the Green Jobs Act at $500 million in the stimulus. Where will all these workers go to work? Demand for  oil is plummeting with the economic crisis and will likely fall even more next  year. And non-OPEC countries notoriously miss their oil-production targets.  Which means the oil market will probably come into balance early next year  anyway. An earlier version of the bailout bill without the energy tax credits failed in the House in a 205-228 vote on Monday. The Senate added the energy language and other tax provisions as a "sweetener" to attract additional votes in the House. A new jobs report from the Labor Department today and political pressure from the White House and presidential nominees also helped move some votes.&lt;br /&gt;&lt;br /&gt;The bill pays for the energy tax breaks in part by limiting oil industry tax incentives, casting aside industry warnings that it could slow investment in domestic oil projects. The largest oil industry revenue-raiser would freeze the Section 199 deduction for the industry at 6 percent, which would raise an estimated $4.9 billion over a decade.&lt;br /&gt;&lt;br /&gt;But environmental groups also suffered a loss, failing to convince lawmakers to strip several fossil fuel credits, including incentives for refinery projects to process oil shale and oil sands.&lt;br /&gt;&lt;br /&gt;The bill is a major victory for the solar industry, which had lobbied for a long-term extension of incentives for the sector.&lt;br /&gt;&lt;br /&gt;The wind industry avoided a lapse in the production tax credit, which industry officials claimed would have been devastating. The credit is key to financing wind projects, and project growth has fallen sharply when the credit has lapsed in the past.&lt;br /&gt;&lt;br /&gt;Other provisions include $1.5 billion in credits for advanced coal projects that control carbon emissions, separate credits on a per-ton basis for underground storage of carbon dioxide from industrial sources, extension of credits for biodiesel production, and extension of credits for installing alternative fuel pumps at gas stations.&lt;br /&gt;&lt;br /&gt;Efficiency measures include extension of credits for energy savings improvements in existing homes, efficient new homes, energy savings in commercial buildings and the manufacture of efficient clothes washers, dishwashers and refrigerators. Another provision provides accelerated depreciation for "smart" electric meters and grid equipment.&lt;br /&gt;&lt;br /&gt;The bill also includes $3.3 billion for rural counties hurt by the decline in timber sales on federal lands. It would reauthorize the Secure Rural Schools and Community Self-Determination Act for four years, phasing down payments each year, and would readjust its funding distribution formula. It also includes four years of mandatory funding for the Payments in Lieu of Taxes program.&lt;br /&gt;&lt;br /&gt;Renewable sector cheers, but wind power wants more&lt;br /&gt;The solar industry applauded the bill. In addition to the eight-year credit extension, the bill removes a $2,000 cap on the size of the residential credit and makes other changes that the sector says will make residential and commercial solar more widely deployed.&lt;br /&gt;&lt;br /&gt;"This long-term extension of the solar tax credits will create a domestic solar industry with hundreds of thousands of jobs while providing clean, affordable, carbon-free energy to millions of American families, businesses, and communities," said Solar Energy Industries Association President Rhone Resch in a statement.&lt;br /&gt;&lt;br /&gt;A wind industry official praised Congress but pledged to work for a longer extension of the wind credit, which was renewed for one year in the bill. The energy credits are part of a larger tax bill (H.R. 6049) the Senate sent to the House that also extends several business and personal tax breaks, and provides a one-year "patch" for the Alternative Minimum Tax.&lt;br /&gt;&lt;br /&gt;Under the Senate bill, the energy credits are fully offset, the other "extenders" are partially paid for, while the AMT fix -- which is to prevent the tax from hitting middle-income earners -- is not offset.&lt;br /&gt;&lt;br /&gt;But the House is planning to split the measure into separate parts, and the energy and non-energy "extenders" will be together as a fully offset bill, according to a Democratic aide, who said the non-energy extenders will be limited to one-year.&lt;br /&gt;&lt;br /&gt;"A partially paid-for package of energy and business tax extenders is a no-go in the House," said Rep. Earl Pomeroy (D-N.D.), a member of the fiscally conservative "Blue Dog" Democrats and the Ways and Means Committee. "If a smaller package is all that can be paid for, then a smaller package is what we'll pass."&lt;br /&gt;&lt;br /&gt;The AMT patch and disaster relief provisions will move separately under suspension of the rules, the aide said.&lt;br /&gt;House drops fossil fuel incentives&lt;br /&gt;&lt;br /&gt;The House version of the energy tax package contains some differences with the Senate plan, including removal of some fossil fuel incentives that environmentalists oppose.&lt;br /&gt;&lt;br /&gt;The House plan drops a Senate provision that provides incentives for expansion of refineries to process oil sands and oil shale, and alternative fuel credits that can be applied to coal-based fuels, according a Ways and Means Committee summary.&lt;br /&gt;&lt;br /&gt;Senate Majority Leader Harry Reid (D-Nev.) had pleaded with the House to accept the overall Senate tax package, arguing it reflected a hard-fought compromise with Republicans that could collapse if altered (Greenwire, Sept. 23).&lt;br /&gt;&lt;br /&gt;Renewable and efficiency credits have cleared the House several times but repeatedly fallen victim to partisan conflicts in the Senate during this Congress until yesterday's vote.&lt;br /&gt;&lt;br /&gt;The credits have wide bipartisan support but their renewal has been slowed for months over debates about how -- and whether -- to offset the costs of tax incentives.&lt;br /&gt;&lt;br /&gt;Both chambers provide a one-year extension of the production tax credit, which otherwise would expire at year's end, for wind projects and longer credits for other renewable sources.&lt;br /&gt;&lt;br /&gt;The bills include eight-year extensions of investment tax credits for commercial and residential solar projects, and renew a suite of incentives for efficient homes and buildings, among other provisions.&lt;br /&gt;&lt;br /&gt;But Senate Finance Chairman Max Baucus (D-Mont.) expressed confidence the chambers could reach agreement. "The bottom line is this: We are talking about the edges here. We are going to get this all passed. We are talking about background noise, which sometimes is noisy, but it is still background noise. We will get these passed," Baucus said.&lt;br /&gt;&lt;br /&gt;If he is right, the extension of the renewable energy credits will give at least a sigh of relief to the wind industry, which has pressed for long-term extension of its credit but above all wanted to prevent a lapse. Past lapses have led to sharp reductions in the industry's growth rate.&lt;br /&gt;&lt;br /&gt;"Clean energy tax credits are a vital part of the solution to some of America's most pressing problems," said Gregory Wetstone, a lobbyist with the American Wind Energy Association, citing jobs that come along with the industry and environmental benefits of renewable power.&lt;br /&gt;&lt;br /&gt;The solar industry got a big boost from yesterday's vote. The Senate will also vote on the final passage of H.R. 6049. If the Senate passes the bill, it will quickly move to the House of Representatives where it will be voted on later this week. This could be that last opportunity this year for Congress to extend the PTC. We must urge Congress to successfully pass an extension of the PTC, which is set to expire at the end of 2008, before they adjourn for recess at the end of the week. &lt;br /&gt;Wind energy is not only a significant component of the global warming solution, but also a powerful engine in the U.S. economy.  Since January 2007, more than 40 wind industry manufacturing facilities have been announced, brought online, or expanded in the U.S., creating over 9,000 jobs and $1 billion in manufacturing investment.  When the PTC has lapsed in the past, wind energy investments have fallen 73-93% in the following years. Half of the companies said they had some sort of executive in 2007, according to the survey.&lt;br /&gt;&lt;br /&gt;Investors are using the information from the survey to manage their portfolios and are basing decisions on the belief that carbon emissions will be more closely regulated in the future. Companies that already manage their emissions have a competitive edge as more environmental regulation may lead to unexpected expenses and losing control of sustaining returns and shares.&lt;br /&gt;&lt;br /&gt;"[The survey is] effectively an audit of climate change risk. Over 1,500 companies have gone through that process this year, with 77 percent of the Global 500 responding," said Paul Dickinson, chief executive of the Carbon Disclosure Project.
